Paul Reid made an honest effort and did a creditable job. When Manchester died I was disappointed for myself, for history, for Manchester, whose quest it was to complete the series and even for Churchill, who would have wanted to take full credit. I read the first two volumes when they were first published and waited.and waited for the final volume.
